Coconino supervisors authorize application for $763,635 FEMA EMPG with 50% county match

The Coconino County Board of Supervisors on May 13 authorized the county’s emergency management office to apply for a Fiscal Year 2025 Emergency Management Performance Grant (EMPG) totaling $763,635, with a required 50% local match of $381,817.50 from the county general fund.

The EMPG supports emergency management operations across the county. County staff said the award funds salaries and day‑to‑day emergency preparedness activities and that the matching general‑fund amount is included in the fiscal‑year 2026 budget recommendation.

County staff informed the board the application is scheduled to cover the period July 1, 2025, through June 30, 2026. “This is our EMPG grant, which is what allows us to get funding from the federal government to that funds and fully funds with a county match our emergency management operations,” a county staff member told the board during discussion.

Board members pressed staff on contingency planning if the federal award were reduced or not awarded. County staff said the current communications from FEMA and the Arizona Division of Emergency Management indicate the award is expected at the indicated level, and that the county’s stability fund and reserve policy provide budget flexibility if adjustments become necessary.

The board voted to authorize the application after a motion and second; the motion carried unanimously.

The authorization is an application to FEMA and does not by itself obligate the county beyond the board’s acknowledgement that the grant requires a 50% local match. Staff told the board they will return with any additional commitments required if the grant is awarded and circumstances change.
