County staff correct DNR invoice posting; solid waste shows year-to-date surplus

Adams County Solid Waste staff told the committee May 13 they corrected a missed Department of Natural Resources fourth-quarter invoice and adjusted the county's financials before the auditors completed field work.
Ruben (last name not specified), superintendent, acknowledged the missed invoice and said the error was his responsibility: "That 1 was my fault, and I have no shame of saying I made an error," he told the committee. He said he contacted Kyle and the DNR and that DNR staff understood the situation.
Kyle (last name not specified), staff member, told the committee the fourth-quarter invoice was posted back to 2024 financials before auditors conducted field work so the expense would appear in the correct fiscal year. "We caught it before the auditors did their field work, and we were able to put it back into 2024," Kyle said.
On the department's year-to-date financial position, staff presented summary figures: solid waste operations were approximately $51,000 favorable; landfill operations about $600,000 favorable; recycling operations roughly $119,000 favorable. After transfers to capital replacement and depreciation, the net position for solid waste operations was about $71,000 favorable year to date, staff said.
Committee members asked where invoices are routed; staff said they are cleaning up vendor contact lists and billing addresses to avoid future misrouting. Kyle said some invoices sometimes arrive at individual emails rather than a centralized billing address, and staff are working to update vendor contact information.
No formal budget actions were taken at the meeting; staff will provide continued updates to the committee as audits and financial postings finalize.
