Development services relocates, online permitting launches; planning staff to draft development-code changes

Steve Inker, Mariposa County planning director, gave the Board of Supervisors an update Jan. 14 on development services operations and work on the county's development code.
"Development services has moved to Lamey Lane ... 5362 Lamey Lane," Inker said, adding that staff are accepting permit applications at the new location and that the county launched an online permitting system on Dec. 9 that includes digital plan review capability.
Inker told the board that staff are scanning in paper applications for applicants who need assistance and are working out internal issues as the system transitions. He also reported that a joint session of the Planning Commission and the Code Compliance Advisory Committee (CCAC) on Dec. 9 went well and that the bodies directed staff to prepare draft changes focused on housing-related codes and code enforcement. Inker said staff will bring draft language to the Planning Commission for recommendation to the Board of Supervisors when ready.
The director said the county also intends to start a general plan update in 2025 to meet a statutory target tied to 2026. He described the development code work and general plan update as coincident efforts, and thanked the board for prior action on the AWLCP (as referenced by staff) that provides supporting information for the general plan work.
Supervisor Manatre raised a separate related concern later in the meeting about proposed dissolution of the Code Compliance Advisory Committee. Manatre said she opposed dissolving the CCAC because members are close to completing assigned tasks, including work on abatement and amnesty programs. The chair and staff said the recommendation to dissolve the committee is conditional and that the board will develop a process for committee dissolution and may hold a joint meeting to finalize recommendations before any formal action.
No ordinance or final code text was before the board on Jan. 14; Inker said staff will return with draft language for commission recommendation and public review before any formal action by the Board of Supervisors.
