Board approves mobile vending permit fee schedule for county property

Inyo County supervisors voted to adopt a fee schedule to permit mobile vendors on county property and set a modest new-permit processing fee.
The Inyo County Board of Supervisors on April 15 approved a resolution establishing a fee schedule for mobile vending permits on county property, setting tiered fees intended to cover county processing and site-inspection costs.
Deputy County Administrator Megan McCammon presented the item as follow-up to a September 3 ordinance that created a permitting process for food and merchandise vending on county property and rights-of-way. McCammon described a ‘‘bare minimum’’ cost analysis and recommended a tiered fee schedule: $30 for 1–7 days, $60 for 8–14 days, $90 for 15–21 days and $120 for more than 22 days. She also proposed a one-time $50 first-time processing fee for new permits to cover additional administrative work and system setup.
McCammon said county staff will verify proposed vending locations to check impacts on traffic, right-of-way safety and potential trash generation. She emphasized the program covers county property only, not privately owned property.
Following public hearing (no public comment), a board member moved to adopt the recommended action. The board voted to approve the resolution (recorded by the clerk as approved; the meeting record does not include individual roll-call votes). The resolution is listed in meeting materials as Resolution 25-12 (mobile vending permit fee schedule).
The board directed staff to monitor costs and revisit the fee schedule if needed as the program begins to operate.
Resolution 25-12 will allow vendors to apply for short-term vending permits on county property, subject to environmental health and other county requirements.
