Human Resources staff described three main items: reclassifying a County Roads position from road maintenance tech 2 to road maintenance tech 1 to lower the entry level for hiring; reclassifying two facilities positions from facilities maintenance specialists to facilities maintenance specialist journeyman (position numbers 58008 and 58043) to reflect state licensing; and a request from the Yakima County Sheriff’s Office to place a deputy temporarily into a vacant detective sergeant position while the department runs its promotional process.
On the temporary sergeant assignment, Human Resources staff explained the promotional mechanics: candidates take an oral board and assessment center, then are placed on a civil service register from which the hiring department can pull the top three names for the vacancy. The staff noted that the deputy temporarily assigned may not ultimately be promoted and would revert to the deputy role if not selected. Commissioners asked clarifying questions about the temporary pay arrangement; Human Resources staff said the temporary transfer was requested because of payroll limitations handling out-of-class pay and that the temporary appointment was a practical fix while the promotional process concluded. Commissioners confirmed a six-month period would apply to the temporary arrangement.
