Walton County TRC conditionally approves multiple development items, continues cell-tower review to May 7

The Walton County Taxable Review Committee on April 2 conditionally approved four development applications to advance to either director approval or the Board of County Commissioners and continued a road cell-tower request to the committee’s May 7 meeting.
The approvals addressed a public-works restroom project in Seaside, two residential plats and an industrial park plat. Committee members emphasized that each approval is conditional on the applicant satisfying outstanding agency comments, including floodplain questions, county right-of-way and surveyor requirements and final environmental reviews.
The votes matter because they move private development projects closer to construction or formal county review while leaving technical and regulatory checks outstanding. Committee members repeatedly stated these were conditional clearances, not final development releases.
Kelly Schultz, planning staff, introduced the Seaside South Restrooms project (MIN25000084) and said staff had received South Walton Fire’s review with no outstanding comments and that conditions of approval would be incorporated. Dean Burgess of Emerald Coast Associates, the project engineer, told the committee the site is "well north of their preservation area, well north of the CCCL," and that planning comments appeared to be clarifications. The committee conditionally approved the restroom project to move to a development order for director approval, subject to the applicant responding to all outstanding comments.
On a Churchill Development LLC application (MIN25000082) for 16 single-family lots on about 8.28 acres at 1036 Musett Bayou, Christy Jones of Jenkins Engineering said, "we do not have the environmental comments at this point. There is no there are no wetlands on the property, so we do not expect any kind of comment with respect to that to proceed." Jones also said the resubmittal reduced lots from 16 to 15 to account for bungalow units within an amenity area so density would be correct. The committee conditionally approved the plat to move to a development order and director approval provided all comments are addressed.
The Miller Commerce Park plat (previous DO MAJ 230000013) for a 19-lot industrial park at 3710 State Highway 20 East was described as near completion. Michelle Baker of Baker Engineers said most infrastructure is finished and that remaining surety/bonding and a signed right-of-way dedication were the primary hold-ups. The committee voted to conditionally forward the plat to the Board of County Commissioners (BCC) once the signed documentation and outstanding comments are complete.
Tim Brown, reviewer, introduced the final phase plat for the Cottages at 393 South (six townhomes on 0.64 acres) and said outstanding comments were minor labeling and dedication documents. Philip Santora of Northstar Engineering said the applicant submitted revisions on March 24 addressing requested changes. The committee conditionally approved the plat to move to the BCC pending resolution of outstanding comments and production of required documents.
The committee continued a road cell-tower agenda item to the TRC meeting on May 7 at 8:30 a.m. with a motion and second; no substantive public hearing occurred because this was an administrative meeting.

Floodplain documentation and right-of-way dedications were the most frequently cited outstanding items.
