Votes at a glance: Council approves Fund Days program, alcohol permits, solid-waste fee and performance contracts

Eagle — At its Feb. 20 meeting the Eagle City Council recorded a set of formal actions. Several items were decided with little or no debate; others (notably Eagle Fund Days) received extended discussion. Below are the motions and outcomes recorded on the public record.

Votes at a glance (selected items)

- Eagle Fund Days (Agenda item 7a) — Approved (see separate article). Council moved the event to June 27–28, authorized a wet-and-dry parade on State Street for 2025 with enhanced safety and staffing requirements, and amended the motion to cap police overtime at $20,000 and barrier/traffic-control costs at $55,000. Motion was amended on the floor and passed on roll call.

- Alcohol service at City Hall campus (Agenda items 7b) — Approved. The council authorized beer and wine service for the 2025 Eagle concert series (May–August) and for Eagle Fund Days, approving a site map that confines sales to managed beer-garden footprint(s) and requires TIP-certified vendors and wristbanding/security at controlled entrances (council approved option identified as Site Map 2 for Fund Days).

- Live performance agreements (Agenda items 7c–7e) — Approved. The council approved live-performance contracts for three artists scheduled for the city’s concert series and related events: Ed Kauffernau, Sean Lester and Jeffrey T. Poole (agreements and contract amounts were on the agenda; council approved each agreement by roll call).

- Solid waste overage fee (Resolution 25-02, Agenda item 8a) — Approved. The council adopted a resolution allowing a commercial overage fee for hard-to-measure container overfills, establishing a charge of $8.31 per yard for commercial overage handling and directing the fee to be added to the city’s miscellaneous charge exhibit for sanitation billing. Staff confirmed the fee was noticed per Idaho statutory notice requirements.

- Molinari Park PUD/DA modifications (Agenda item 8b) — Approved. Council approved modification of site-specific condition 12 (trellis/covered-parking language) and approved a corresponding modification to the development agreement to reflect revised parking, circulation and landscaping on the Molinari Park site (see separate article).

- Ordinance 947 (International Wildland-Urban Interface Code) (Agenda item 7f) — Deferred. Staff asked council to defer final action to allow additional consultation with the building community and wildland-fire specialists; council approved the deferral to permit further revisions and stakeholder review.

- Consent Agenda (Agenda item 6a–6aa) — Approved. The council adopted the consent agenda in one motion (no items were pulled for separate discussion).

How these votes fit together

Several of the approvals advance large summer events programming (Fund Days, concerts) and make operational decisions about crowd control, alcohol management and vendor contracts. The solid-waste overage fee is an administrative action to allow the city to accept a standardized commercial overage charge for haulers that staff said will be supported by photographic verification. The Molinari Park approvals move a previously approved downtown multifamily project to detailed permitting under an updated site plan.

Next steps

- Recreation and public-works staff will finalize vendor and security contracts under the council’s limits for Eagle Fund Days and will return if vendor waivers or insurance conditions cannot be met.

- Planning staff will update the Molinari Park development-agreement exhibits and accept building-permit applications under the revised site plan.

- Staff will continue stakeholder review on the proposed International Wildland-Urban Interface code changes and return a revised ordinance for council consideration.
