Board sets April 21 joint hearing with Springfield on Campus Industrial District code changes

The Lane County Board of Commissioners on April 1 approved the first reading of Ordinance 2503, a property‑owner initiated amendment to the Springfield development code, and set a joint public hearing and second reading with the Springfield City Council for 7 p.m. on April 21, 2025.
Planner Jared Bowder told the board the amendment would modify the definition of “business park” in the Campus Industrial District to clarify and expand allowed uses, specifically to allow medical offices and clinics and offices that serve the public within business parks. Staff said the change applies to urbanizable lands inside the Springfield urban growth boundary and requires approval by both Springfield and Lane County.
Bowder said staff will prepare a more comprehensive report and take public comment at the April 21 joint meeting at Springfield City Hall. The board’s action on April 1 authorized the first reading and scheduled the joint second reading and public hearing; commissioners were reminded that substantial discussion and final deliberation are expected at the April 21 hearing.
Commissioner Farr moved to approve the first reading and to set the second reading and joint hearing for April 21 at 7 p.m.; Vice Chair Senega seconded the motion, and it passed 4–0 with Commissioner Buck excused absent.
