Supervisors agreed during a motion on March 18 to add language making the county’s commitment to a supportive-housing plan contingent on an explicit prioritization for unhoused veterans in the tenant selection plan, and staff said they would return a related memorandum of understanding to the board for consideration.
County counsel Natalie summarized the amendment language the board discussed: “after unhoused veterans will be prioritized for units via the tenant selection plan, it would be adding the county’s commitment is conditioned on this prioritization.” Both the motion maker and the second agreed to include that sentence in the motion, and a member of staff described the administrative intent behind delegating implementation authority: to expedite application processes consistent with county grant policies.
Nut graf: staff clarified that delegating implementation authority is standard practice when the county assists with supportive-services plans but is not the applicant; if the board prefers, staff said they would bring the MOU to the board rather than have staff sign it as an administrative expectation.
During discussion one supervisor recommended removing language that would require ongoing board oversight be limited; another supervisor said the board should continue to oversee projects like this. County counsel and staff committed to bring the MOU to the board for consideration rather than assuming administrative sign-off.
Ending: The agreed amendment will be incorporated into the motion language and staff will present the MOU to the board for consideration prior to any county signing or final commitment.
