Parma public housing officials read three ordinances for first reading Feb. 18 that would create and retitle several positions inside the North Coast Housing Connection to reflect current duties and HUD compliance requirements.
The measures — Housing Ordinance 25-1, 25-2 and 25-3 — were introduced at a specially called public housing meeting and taken on first reading. The ordinances would: create a new housing admissions and continued assistance administrator position (25-1); change the project-based waitlist manager title to project-based waitlist administrator (25-2); and change the public housing manager title and job functions to housing choice voucher program manager (25-3).
The director of the housing authority described the new housing admissions and continued assistance administrator as “responsible for conducting HUD required unit inspections, inspecting, educating the owners and participants on HUD inspection protocols, doing some owner outreach, negotiating housing assistance payment contracts, and other duties to be in compliance with HUD regulation and North Coast requirements.” The director said the authority moved to biannual inspections several years ago and reorganized duties to streamline operations across the department.
Board members asked whether the new and retitled positions require HUD approval and whether the changes affect current staff salaries. The director replied that HUD approval is not required for the positions and that incumbents currently fall within the posted salary ranges. Council members also confirmed that the positions are full-time with benefits.
The three ordinances were read into the record and placed for further consideration; the record shows they were entered on first reading and referred to the public housing committee where job-description exhibits and pay-range attachments will be reviewed.
The meeting also included the director introducing staff members to the board and a brief exchange of thanks for agency performance; no final vote on these job changes was taken at the special meeting.
