Apple Valley council adopts seven master development agreements

The Apple Valley Town Council on March 12 adopted seven ordinances approving master development agreements for proposed developments after the Planning Commission recommended approval.
The approvals covered O-2025-06 (Crimson Peaks), O-2025-07 (West Temple), O-2025-08 (Gooseberry Preserve at Zion), O-2025-09 (Gooseberry Springs Ranch), O-2025-10 (Miles Mark), O-2025-11 (Redstone at Canaan) and O-2025-12 (Solstice Resort). Council members recorded aye votes on each ordinance and each motion passed.
The approvals came amid a broader discussion of water use and development design. Scott Taylor, Councilmember, described work underway on recycled-water options and an upcoming U.S. Geological Survey preliminary aquifer report. “We’re gonna… learn all about our aquifer and that on Wednesday,” he said, adding that recycled water could reduce irrigation use on a golf course from an estimated 300,000 gallons per day to about 30,000 gallons per day compared with conventional irrigation. Travis, Town staff, was listed as a staff contact who will help finalize water agreements and sign recorded documents after notarization.
Council members noted the Planning Commission recommended approval on March 12 for the items. Scott Taylor moved approval of each ordinance in turn; motions were seconded and passed by roll call. For several items the council specifically noted no substantive changes to the previously approved MDAs beyond assigning ordinance numbers and preparing the documents for recording.
The council said it will finalize signatures and notarization with staff after the meeting to record the agreements with the county recorder.
The votes complete a procedural step that allows each development’s master development agreement to be recorded; the agreements themselves remain subject to any conditions stated in the MDAs and to the town’s subsequent implementation steps such as water agreements and permits.
Looking ahead, council members said they will review the USGS aquifer presentation scheduled for March 19 and follow up on recycled-water provisions when staff brings back the water agreement details.
