Butch Devlin, chief operating officer for ABC Fine Wine & Spirits, described the company’s planned renovation package — new stonework, paint, decorative awnings and landscape improvements — and said the brand intends to be an active corporate and neighborhood participant. ABC’s representative said they spoke with local church leadership and plan to staff the store with a local manager. Devlin also noted the company’s charitable commitments and pledged to work with the city on community needs.
During council deliberation Councilmember Gilbert proposed, and the council adopted, adding a condition that the building’s west elevation (the gateway side) incorporate a mural consistent with the city’s mural ordinance, provided that the mural not advertise alcohol. Council also removed staff’s original prohibition on tastings that would “allow or encourage on‑site consumption,” after the city attorney advised that limited, vendor‑led tastings that do not result in on‑premises consumption could be consistent with the package‑store license and city code. The council approved the conditional use (resolution 2025‑032R) with the added mural and landscape conditions, 5‑0.
