EDC finalizes grant application form and qualifications; board approves revised format

The Kennedale EDC voted unanimously Jan. 28 to finalize the reformatted grant application packet and qualifications that staff developed for three EDC grant programs.
The materials presented to the board included a qualifications document (now on EDC letterhead) with a signature block for applicants, a fillable PDF application form and instructions for submission. Staff said the packet preserves the previously approved program requirements but adds clearer fields for business structure, a section for proposed use of funds, and guidance on required attachments (certificate of formation, sales tax permit, proposals and invoices).
Staff told the board that all three programs are cost-reimbursement grants: projects must begin after award and grantees submit documentation for reimbursement. The packet includes a project timeline requirement (projects to be completed within 12 months of written approval) and clawback language for noncompliance. Staff said they will accept submissions by signed emailed PDF, mail or in-person delivery while the city does not yet have a web-based signed form in place.
A motion to finalize the current grant application process passed unanimously. Staff said the next application window will open March 1–April 30 with awards anticipated at the June meeting.
