Kennedale council unanimously awards solid-waste contract to Frontier Waste Solutions

The Kennedale City Council voted unanimously Jan. 21 to award the city's solid-waste disposal contract to Frontier Waste Solutions.

City Manager Hall said council members each received proposal packets and that pricing details were included in those packets. The council opened discussion on service features and comparisons with the incumbent hauler.

Sean Aras, vice president and partner at Frontier Waste Solutions, told the council the company proposed a resident drop-off location in Kennedale at the former Apache Foreign Auto site on East Kennedale Parkway and that the drop-offs would be scheduled to keep activity safe and contained. "We would treat it almost like an annual cleanup ... have a couple of roll off boxes available for residents to come and drop off their own bulky items," Aras said.

Council members asked whether Frontier's proposal included the drop-off option in the base price and how the city would prevent out-of-jurisdiction users from filling the boxes. Aras said the drop-off option is included in the proposal and that Frontier would mirror the incumbent's practice and require proof of residency (water bill and license) to track attendees.

The council also discussed hazardous-waste collection. Council members noted the proposal listed an option of about $17,000 for a hazardous-waste event without electronics and an additional $5,000 if electronics are included; Aras confirmed those were subcontractor options and not mandatory services. Members discussed curbside options and recycling; Aras confirmed recycling service features appear in the proposal.

A motion to award the contract to Frontier passed unanimously. The council did not record individual roll-call votes in the discussion; the clerk recorded the motion as carrying unanimously.
