Fresno County board approves multiple proclamations and a rezoning application

The Fresno County Board of Supervisors unanimously approved several proclamations and a Planning Commission–recommended rezoning at its meeting.
National Crime Victims Rights Week: The board accepted a proclamation recognizing National Crime Victims Rights Week and thanked the county’s Crime Victim Assistance Center (CVAC). Chief Probation Officer Kirk Haines said CVAC served more than 8,000 crime victims in 2024, completed 88 outreach presentations, helped about 1,900 victims prepare victim impact statements and assisted approximately 1,850 victims with compensation benefit applications; he added that since 2018 more than $250,000 in victim restitution had been collected. Assistant Deputy Chief Karen Roche said the county would dedicate the 2025 Crime Victims Memorial Quilt that evening, adding nine new patches representing nine local victims of violent crime. The board moved, seconded and approved the proclamation.
Fair Housing Act Month: The board proclaimed April 2025 as Fair Housing Act Month. Kyle Cheney of the Fresno Association of Realtors accepted the proclamation and introduced Joe Haydock and Sonia White, co-chairs of the association’s Fair Housing and Diversity Committee. The proclamation reiterated the Fair Housing Act’s protections and the county’s commitment to equal housing access; the motion to approve carried unanimously.
National Public Health Week: The board proclaimed April 2025 as National Public Health Week. David Lucchini, Fresno County director of public health, noted highlights from the department’s recent work (outbreak responses, community health worker networks and home-visitation programs) and thanked more than 400 public-health employees. The board approved the proclamation by vote.
Black Maternal Health Week: Supervisors Pacheco and Chavez presented a proclamation recognizing Black Maternal Health Week. Community representatives, including Holly Jenkins of the Black Wellness and Prosperity Center and Karen Rangel of First 5 Fresno County, described community-led doula, community-health-worker and maternal-health initiatives and urged sustained funding and partnerships. The board approved the proclamation.
Rezoning: The board approved staff’s recommendation to rezone a 44.12-acre site from AL-20 (agriculture, 20-acre minimum) to RR-5 (rural residential, 5-acre minimum). Public Works and Planning staff said the Planning Commission unanimously recommended the rezoning in its December 12 hearing and that the change conforms to the county general plan update. The board approved the rezoning after brief public comment.
Votes: All the proclamations and the rezoning motion carried with unanimous support from the board members present.
