Weber County: votes at a glance — contracts, warrants and a closed-session vote

Summary
The Weber County Commission approved consent items including purchase orders and warrants, multiple contracts for events and legal representation, a contract with Rocky Mountain Power for pole relocation, and voted to enter a closed session on litigation.
The Weber County Commission on April 8 approved several routine and project-related items, including purchase orders and warrants, event and legal contracts, a power-pole relocation contract, and a motion to enter closed session to discuss pending or reasonably imminent litigation.
On consent, the commission approved purchase orders totaling $329,299.26 and warrants summarized by county staff. Finance staff reported 16 purchase orders this week totaling $329,299.26: about $132,000 (40%) for the roads department for a skid steer and cold planer; about $92,000 (28%) for the transfer station for security video and building improvements; about $60,000 (18%) for the library for building and grounds maintenance and equipment. Staff said 172 warrants totaling about $1.6 million were issued; roughly $1.0 million of that amount went to construction for the Children’s Justice Center and Causey Reservoir projects, and about $107,000 (7%) was for health-department nursing consultants in schools.
The commission approved contracts for events at the Golden Spike Events Center with the Utah Cutting Horse Association (UCHA), combining spring and fall shows and offering sponsorship or discount arrangements for the longer fall event. County staff said the shows bring nearly $1 million in annual economic impact to the county.
The commission approved a contract with Martin V. Grama for representation of indigent persons in the Second Judicial District Court when appointed by the court; the record shows the county reduced his direct in-person duties for health reasons while retaining video-based initial appearance coverage and that the remaining portion of his contract is expected to be assigned to John Rogers.
The commission approved a contract with Rocky Mountain Power to relocate power poles as part of the Causey Access Improvement Project at a cost of $48,750. County staff said the pole relocations are necessary because the road alignment is changing to improve safety at a tight corner near Memorial Park and the dam; the relocation work is outside the county—s franchise agreement with Rocky Mountain Power, so the county must cover the cost. Staff estimated completion in June 2025.
Members voted to adjourn and then, at staff request, voted to enter a closed session to discuss pending or reasonably imminent litigation; the roll call vote to enter closed session was recorded as three ayes.
Below are the items and recorded outcomes from the meeting.
