Justin, a county staff presenter, told commissioners the proposals cover pavement testing on projects labeled CASA 3 and CASA 10 and a mixed design (CIR and FDR) on CASA 21. The testing is intended to confirm the appropriate pavement fixes and identify the necessary bituminous thickness to meet a 10‑ton road standard before design and bidding.
The county uses scheduled testing to refine the five‑year plan and, where necessary, adjust projects several years ahead of construction. Justin said the testing includes borings and that only a severe, unexpected result would likely change a project’s placement on the five‑year schedule. He added that the results also help when submitting plans to state aid by clarifying how many inches of bituminous surfacing are required.
A motion to approve the three Braun Intertek proposals was made and seconded; the board approved the motion by voice vote.
