Summary
The committee recommended awarding the 2025 concrete flatwork, asphalt and sidewalk replacement program (RFP 25-022) to Dale Incorporated of New Lenox, Illinois, for a not-to-exceed $315,564 and to waive formal bid in favor of solicited proposals; members said the work follows a villagewide sidewalk assessment.

The Committee of the Whole recommended the village board approve a contractor agreement with Dale Incorporated of New Lenox, Illinois, for the 2025 concrete flatwork, asphalt and sidewalk replacement program (RFP 25-022) for a base cost of $262,970 plus contingency of $52,594, totaling $315,564.
Trustee Malani moved the recommendation, which included waiving the formal competitive-bid requirement and authorizing contract execution between the village and Dale Incorporated as the lowest-cost qualified responsive proposer. Committee members said the contract covers routine annual sidewalk repairs across the village, many prompted by water-main breaks that disturb sidewalks and produce tripping hazards.
Staff said the project follows a sidewalk assessment completed about three years earlier and a two-year plan to address tripping hazards and damaged walkways. Staff noted this contract addresses one phase of a multi-year program; additional sidewalk work and bids were expected to return at the next board meeting, with bids opening the ninth day after the committee discussion as noted in the transcript.
The committee called the roll and recorded unanimous approval on the recommendation to the village board.
