Pipestone County sets May 13 bid openings for two road overlay projects

Bergman said the overlay design was increased from 1.5 inches to 2 inches because “some of the bumps were getting a little bit thicker than what I wanted to try to fix with an inch and a half.” He added there will be “some spot milling where they have to tie in with some curb and gutter,” but the majority of the route will receive a two‑inch overlay.
Commissioners also approved opening bids on May 13 for a south‑end Main Street overlay in Edgerton that the highway office wants to keep in a separate contract to avoid federal procurement requirements “that come with the federal job.” Bergman described the planned procurement approach: bidders may submit a competitive bid on the smaller local job but retain the option to withdraw that bid if they are not the successful low bidder on the larger, federal overlay. Bergman said that approach is intended to “get the most competitive bid possible” on the federally funded Edgerton project.
Commissioner Luke made the motions to set the bid-opening dates and Commissioner Doug seconded; the board approved both motions without recorded opposition.
The county will not award the federally funded County Road 18 contract the same day because the winning bid must be reviewed by the federal agency; Bergman said a contingent award is possible pending federal approval.
