The Laredo Planning Commission approved a revision to the Embarcadero Southeast Quadrant Master Plan and separately approved the Vista Verde Subdivision master plan, subject to staff comments and several negotiated exceptions that the applicants and staff had mutually agreed to.
Embarcadero Southeast Quadrant: The applicant, Farias Development (engineer: Camacho Hernandez and Associates), presented a proposed reconfiguration of lots in phases 9 and 11 for a 235.11-acre tract zoned M-1. Arturo Camacho, the civil engineer, clarified mapping and phase-boundary labeling and confirmed that the 5.63-acre segment of Faskin Boulevard is part of phase 5. Commissioners approved the master plan revision "subject to staff comments" while striking two specific staff items the applicant demonstrated were already addressed.
Vista Verde Subdivision Master Plan: Rhodes Enterprise (engineer: Howland Engineering and Surveying/Howland Engineering) presented a residential master plan for a large lot development in AG zoning. Miguel Jimenez, the project engineer, described coordination with planning, traffic and other departments. He asked that planning comment #2 be revised to allow spot increases to Hunter's Loop's right-of-way (rather than increasing the entire loop from 50 to 60 feet) and asked the commission to strike a planning comment about exceeding the 500-foot dead-end threshold for Archer Court and two traffic-safety comments that requested roundabouts at intersections. Staff and traffic representatives confirmed they had coordinated and that spot ROW increases and selected changes met fire and traffic concerns; the commission approved the master plan subject to those amendments.
