County approves highway maintenance contracts, authorizes modest quantity overruns to expand coverage

The board approved contracting with MnDOT for striping, Varner Asphalt Sealers for crack sealing, ICON Constructors for certain bridge maintenance (contingent on a township decision for one bridge), Scott Construction for seal coat and Bruning Rock Products for maintenance rock.

- MnDOT striping: Estimated contract $215,521.76 to stripe centerlines and about one-third of fog lines; staff requested and the board authorized a 15% quantity overrun (about $30,000) to increase fog-line coverage and extend work to roadways last striped in 2021. Staff said the extra funds can come from the roughly $190,600 in additional state-aid maintenance dollars that became available.
- Crack sealing (Varner Asphalt Sealers): Low quote $118,250 (about 18% over county estimate). Staff recommended award with a per-pound cutoff to control final quantity and cost.
- Bridge maintenance (ICON Constructors): Low quote $105,450; one bridge (Bridge 28532 on Klondike Road) includes a $20,000 township contribution pending Crooked Creek Township’s decision later the same day. The board approved the overall award with the stated contingency on the township decision.
- Seal coat (Scott Construction): Low bid $495,553.22, slightly under estimate; staff cautioned that final costs depend on oil absorption when crews apply treatments and that some quantity overrun risk remains.
- Maintenance rock (Bruning Rock Products): Low bid $339,093.90; staff requested and the board approved a 20% quantity overrun to preserve contractor pricing and supply, which staff said typically equates to one or two additional truckloads per mile on affected gravel roads. Staff prioritized routes that will host gravel-bike nationals to reduce loose stone hazards.
Why it matters: The contracts and approved overruns put county road crews and contractors on a predictable schedule for striping, crack repairs, seal coating and aggregate replenishment while preserving a contingency fund to cover construction-year unknowns.
Implementation notes
- Staff will monitor quantities closely (crack sealing by poundage, seal coat by asphalt/oil absorption) and schedule deliveries to meet prioritized event-related routes.
