Planning commission, supervisors approve 2 Rivers primitive campground special-use permit

The Planning Commission recommended and the Board of Supervisors approved a special-use permit for a primitive campground on a 48.347-acre parcel identified as Madison County tax map 40-95A.
The application, submitted by Carrie Gaviria, requests permission to operate a “primitive campground” on land zoned A-1 Agriculture. According to the application and staff presentation, the parcel already contains a residence being used as a short-term rental and campsites that meet the definition referenced in Madison County Zoning Ordinance article 20-31. Planning staff said the proposal “seems to be in line with our goals and strategies” in the county comprehensive plan.
The proposal drew a brief public comment from a nearby property owner, Joel Marks, who said he abuts the parcel and asked how the county and applicant would address noise, the possibility of a rifle range nearby, and perimeter maintenance. Marks said he was concerned about “people wandering around, maybe they’ve been drinking.” The applicant indicated she will be living on the property soon and said she would address any problems that arise.
At the Planning Commission meeting commissioners moved to forward case SUDash02Dash25Dash1 to the Board of Supervisors with a recommendation for approval; the commission vote carried. At the Board of Supervisors meeting, a motion to approve the special-use permit as recommended by the Planning Commission was made, seconded and approved.
The applicant’s son, identified in the record as Ryker Gaviria, attended the hearing and answered nontechnical questions from commissioners about chores and visitor experience.
No conditions tied to the permit were discussed in detail on the record beyond the standard review and the requirement that the Board of Supervisors take final action.
