Mesquite RDA approves materials-testing contract for animal shelter expansion

Agency staff presented the contract as a quality‑assurance measure to ensure concrete and other materials meet specifications. ‘‘This is an item for us to do quality assurance and make sure that the concrete testing is adequate, that we are getting the product that we’re paying for,’’ said Travis, a city staff member speaking to the board.
The item is billed separately from the general contractor’s bid so the city, rather than the contractor, oversees testing and special inspections. Board Member Fielding moved to approve the agreement; Board Member Wanless seconded and the motion passed.
There was a discrepancy in numbers during the discussion: Travis twice described the recommended amount, once using a figure of $34,323,635 in his presentation and later board action used $34,635 when Fielding moved the motion. The board approved the motion as stated on the floor. The record of the meeting does not show a roll-call vote with member-by-member tallies.
The agency did not take public comment on the item. No implementation steps, contract start dates or departmental assignee beyond the city staff presentation were specified at the meeting.
