County officials discuss jail contractor fixes, precast panel timeline

Edgar County board members discussed plans to restart work at the county jail and outstanding repairs during the board’s regular meeting.
County board speaker Josh (Speaker, Edgar County official) said a CORE kickoff meeting for the jail was scheduled to begin at 8:30 a.m. with CORE’s subcontractors and others on site “to basically go over what we’re gonna do, how we’re gonna do it, monitoring, that kind of stuff” so the county “don’t run into the same problems we had this time.” Josh said contractors hope to start as early as this week, and if not this week, “first of next week, hopefully.”
The county’s immediate concern is replacing or repairing interior work that did not meet code on “a couple of those” portions of the building, Josh said, and that some of those repairs require negotiated approaches because full replacement carries significant cost. “They were working on how they were gonna do the fixes…there was some discussion on what really needed to be fixed and how to do it, because there's quite a bit of cost in replacing those,” Josh said. He added contractors were exploring testing that might reduce the scope of replacements.
Board member Carl (Speaker, Edgar County official) said the building committee has met repeatedly and that negotiations were partly to limit county liability while working through the technical fixes. Board discussion indicated the county expects contractors to prioritize exterior work so that concrete curing and installation of precast panels can proceed; interior remediation would follow as required.
County staff did not provide a final cost estimate at the meeting and described some items as being resolved through negotiations between the county and contractors. No formal motion, vote or contract amendment was recorded at the meeting.
The county’s next steps, as described in the meeting, are to hold the CORE subcontractor kickoff, confirm the contractor schedule, and allow contractors to begin removal and corrective work on identified elements so precast panel installation can proceed.
Officials asked staff to coordinate timing and to notify sheriff’s office personnel when work crews would be on site so county staff would know when the work was under way.
