Baker County Commission approves road contracts, zoning changes and state appropriation requests

Baker County commissioners voted unanimously during Tuesday’s meeting to award several public works contracts, adopt three zoning ordinances and approve a set of state appropriation requests that staff will submit for legislative consideration.
In procurement matters the board awarded the widening and resurfacing contract for County Road 125 (from Blair Circle / Park Street) to Anderson Columbia with a contract value reported in the agenda as $1,102,491.48 and delegated construction engineering inspection (CEI) to Locklear & Associates for $50,000. The board also awarded Willis Hodges drainage/pipe work to CGC, Inc. (base bid $559,675) and CEI to Locklear & Associates ($40,000), with commissioners approving both awards by recorded voice vote.
On transportation grants, the board approved a supplemental funding agreement from the Florida Department of Transportation for Nursery Brook Boulevard (financial project referenced in the agenda as 438168‑2‑54‑01) adding $84,463.09 to move that DOT project forward.

A separate rezoning request (Ordinance 2024‑26) to rezone roughly 29 acres on Lex Jones Road from AG‑7.5 to AG‑5 to allow planned family conveyances also passed on second reading.
The board approved acceptance of engineered maintenance maps tied to the Richardson Road bridge project and authorized recording of those maps.
Appropriation (state funding) requests: the board approved forwarding three state funding requests for legislative consideration. Staff will seek $450,000 for parking, lighting and an aluminum covered walkway at the Baker County Senior Life Enrichment Center (with a $50,000 local match). The board also approved seeking $400,000 (amended from $350,000 during the meeting) toward a public works operations/disaster staging site (20‑acre county parcel) with a $100,000 local match. Finally commissioners authorized an appropriation request for a Sanderson engine/pumper apparatus — $900,000 state request with a $50,000 local match — to replace/upgrade a frontline fire apparatus.
Other votes included accepting a Justice Assistance Grant award of $311,841 to offset salary costs for a crime scene investigator position; commissioners approved acceptance of that grant.
