The Duval County School Board discussed edits to Policy 2.14 on the superintendent evaluation, including removing a fixed annual timeline and leaving timeline approval to the annual instrument-approval process.
Corey Wright, a district staff member presenting the draft, said substantial material was removed from earlier drafts and summarized the principal change: “the board will approve an evaluation instrument and timeline upon the completion of the prior year evaluation instrument and no later than November to allow for flexibility in that annual approval process.”
The discussion focused on who would ensure the annual approval occurs if the timeline text is removed from policy. One board member asked: “If we take this out of policy, then who is responsible for keeping the board... to ensure that we are meeting our... in the chair position from year to year.” Wright and other staff answered that the board’s evaluation committee would review policy annually and approve the instrument and timeline as part of its function. Wright clarified that the timeline would be included with the instrument when it is presented for approval so the board could adjust timing year to year without going through rulemaking.
Several board members requested administrative safeguards to make sure the chair and staff remember to start the process annually. Suggestions included adding a calendar trigger or a chair notebook with checklist items for incoming chairs. Board members also discussed whether staff would place the approved timeline on district calendars once the board approved it. Wright responded that staff would put the approved timeline on calendars following board approval.
No formal vote was recorded in the transcript. The conversation closed with staff indicating they would recirculate the revised draft and related materials to board members for further review.
