The Okanogan County Planning Commission agreed to host two board trainings and adjust its spring meeting schedule to accommodate them. Planning staff proposed two recorded trainings on meeting management and public hearings and recommended holding them during regular meeting dates to use otherwise quiet agenda time.
The trainings and schedule Planning staff said the two sessions are: "Great planning commission meetings" (board procedure and conduct) and "Mastering public comment and public hearings" (managing hearings and public testimony). Staff estimated the cost to the office at about $600 to license and run the two video sessions onsite. Staff also said the sessions will be open to the public and invited local stakeholders and county officials to attend.
The commission agreed to hold the sessions on the commission's regular meeting nights, with dates set for April 28 at 7 p.m. and a rescheduled May meeting on May 19 at 7 p.m. (the May 26 date conflicted with Memorial Day). Staff said purchased licenses would be for single-session use and that recording the sessions would infringe copyright unless a license for distribution is purchased.
Why it matters Commission members said the trainings will help both new and experienced members and provide consistent guidance on public-comment procedures and hearing management. Staff also said the trainings will make productive use of meeting nights while the commission waits for the next round of substantive code work on critical areas.
Next steps Staff will organize the sessions, pay the licensing fee from planning department funds and publish meeting notices. The training dates will appear on agendas and be open to the public.
