Convenience fees and online payments: The board approved an ordinance removing certain convenience-fee language from city code (noting that card processing fees are charged by payment vendors and can be avoided by customers), and separately authorized the mayor to enter a contract with Express Bill Pay to provide online payment services. Staff said Express’s reporting and a lower user fee (3.5% v. 6.5% cited in presentation) informed the selection.

Engineering and design agreements: The board approved a work/design agreement with Alger Martin Associates Inc. to design a drainage channel along Missouri Department of Transportation right-of-way between Highway 160 and Procter Road; staff said the engineering work addresses channel routing and stormwater discharge and that state and FEMA reviews indicated the project would not increase downstream flood volumes. The board also approved a design agreement with CJW Transportation Consultants LLC for downtown parking design and related stormwater work.

Other actions: The board approved a utility easement/consideration agreement allowing the city to place a waterline across private property with a nonmonetary consideration—if the property owner later requests a tap, the city will provide a lateral at cost within a stated response time; the agreement does not transfer with the property. The board also heard and approved a second-reading ordinance authorizing temporary relocation provisions for other telecom leases.
