MassDOT district and commission staff reported updates on multiple Cape Cod transportation projects and regional transit at the Feb. 24 MPO meeting.
Barbara (MassDOT district representative) reviewed project statuses: the Route 28 Bass River (Dennis-Yarmouth) project was advertised and bids opened on Jan. 22 but had not been awarded; the Dennis Route 28 (Upper County to the Herring River bridge) project is at 75% design with a 100% submission anticipated in mid-April; several Route 6 resurfacing projects and PS&E (plans, specifications and estimate) reviews are under way; the Bourne Rail Trail (Veil Trail) construction phase 1 reached 100% review in February with anticipated PS&E in April; Route 6 projects in Truro/Wellfleet expect 25% design submissions in March or June depending on the project; and the Route 132 park-and-ride expansion PS&E review was completed in January. During the update several members asked staff to follow up off-line on bid award timing and conservation sign-offs for the rail-trail submission.
Steve (Cape Cod Commission) relayed updates from the Cape Cod Regional Transit Authority provided by email: the RTA has placed orders and held pre-production meetings for 13 hybrid buses funded through a low/no emissions grant; buses are expected to be in production this summer and delivered toward the end of 2025. The RTA also continues a mainstream roll-out of a new payment app called Go Card and is holding training sessions to help riders download and use the app.
Commission staff also briefed the MPO on two administrative items: summer traffic technician positions are available for data collection and the MassDOT PROTECT discretionary grant listing that the MPO had supported with a letter of regional priority has been removed from grants.gov; staff said the program remains authorized by Congress but no additional information on timing or next steps was available.
Members asked staff to follow up on outstanding items, including the status of bid awards for several advertised projects and the conservation sign-off for rail-trail design.
