Beth Hamlin of the prosecutor’s office said the fund has existed throughout her 18‑year tenure and that the office had not previously needed an appropriation because the money remained in a donation account. She told the council a new rule required the office to appropriate the balance. She clarified to Councilor Hawk that the money consists of donations and is not county general fund revenue.
Councilors had no substantive objections; Councilor Wilts asked whether the broader APS program faced funding uncertainty. Hamlin said the state did not recontract with prosecutors in the same way it had historically; the state opened a competitive RFP and had not yet decided which entities would receive contracts, creating uncertainty for local APS investigators and programs. She said one investigator had already left amid the uncertainty.
After asking for public comment and receiving none, the council voted unanimously to appropriate the fund balance to services lines for the APS donations account.
