Orange adopts 2021 international building codes and 2021 fire code; updates National Electrical Code to 2023
Summary
City council adopted updated building, plumbing, mechanical and energy codes based on the 2021 International Code Council editions, and adopted the 2023 National Electrical Code. Council also approved the 2021 International Fire Code in a separate item to keep codes current and to support ISO rating efforts.
The City Council of Orange approved ordinances updating local building and related construction codes to the 2021 International Code Council (ICC) editions and adopted the 2023 National Electrical Code during the Feb. 25 meeting.
City building official Ben Wofford asked the council to adopt the 2021 editions of the International Residential Code and International Building Code, the 2021 International Plumbing, Mechanical, Fuel Gas, Swimming Pool and Spa, Existing Building, Property Maintenance and Energy Conservation codes, and to adopt the 2023 National Electrical Code with local amendments. Wofford said the change was needed to keep the city current with industry standards and referenced a March 1 deadline discussed in his presentation.
Separately, Fire Chief Bilbo presented a second-reading ordinance adopting the 2021 International Fire Code and said updating the fire code would help “keep us up to date” and support the city’s ISO rating.
Both ordinances passed on motions with recorded ayes from councilmembers present.
Councilmembers and staff said the updates bring the city into alignment with recent industry standards and allow staff to begin implementing the updated inspection and permitting practices tied to those codes.
