Madison County CSA reports caseload surge, requests large local match increase

Tiffany, the Children's Services Act (CSA) coordinator, told the Board the number of children served through CSA has grown and that costs and service needs have risen sharply.
Tiffany reported the county now serves 55 children through CSA, compared with 35 in 2024 and 41 in 2023. She said foster-care placements total 38 children now (33 in foster care and five in the Fostering Futures program), and that service prices have increased substantially — some providers raised rates as much as about 12% or more.
"As of today, I'm pulling the report. My new number that I'm serving is 55 children through the Children's Services Act, which is an increase from 2024 where I had served 35 children," Tiffany said. She requested a local match of $896,000 with an expected state match of $1,904,000 for the coming year.
Board members and staff noted the increase would affect the county's joint services stabilization (equalization) calculations and that unused balances are returned to the county if spending falls. Jennifer Warren (county staff) said she is recalculating fund-balance effects to show how the increase will affect unassigned funds.
No formal vote was recorded. Supervisors accepted the report and agreed staff will re-run equalization and fund-balance calculations as part of the ongoing budget process.
