Commissioners award engineering contract for Texas Community Development Grant to Southwest Engineering Services

Lavaca County commissioners on March 10 approved a resolution authorizing award of professional engineering services to Southwest Engineering Services for projects funded by the Texas Community Development Grant Fund (2025–2026 cycle).
County staff said four firms submitted qualifications and that commissioners individually reviewed rating sheets; based on the evaluations the court selected Southwest Engineering Services for the single‑source grant projects serving Precincts 2 and 3. Tim Weatherby of GrantWorks was present and asked that staff be allowed to begin negotiations and communications with Southwest immediately because of grant timelines.
Commissioner, Precinct 2 made the motion to award the contracts, seconded by Commissioner, Precinct 3. Commissioners voted unanimously in favor. The court recorded that fees and final terms still must be confirmed with Southwest Engineering before a contract is executed.
The resolution authorizes county staff to begin discussions and move forward within the grant timeline; staff and GrantWorks will ensure the firm's fees align with the county's expectations before final contracting.
