Harrison County commissioners unanimously approve routine payments, payroll, bids and contracts

The Harrison County Commissioners Court unanimously approved a slate of routine administrative and fiscal items during a February 2025 meeting in the historic courthouse in Marshall.
The actions included approval of line-item transfers, payment of $19,906.01 in regular bills, payroll for Jan. 31, 2025, a budget amendment, sealed-bid specifications for a pharmaceuticals term contract (Bid No. 2025-02), renewal of a participating-entity service agreement for the statewide automated victim notification service (extension to Aug. 31, 2025) and positional bonds for Tax Assessor-Collector staff. Commissioners voted 5-0 on each item.
The approvals were framed by administrative reports and brief departmental updates. County Auditor Miss Haynes presented the auditor/administrative report. Commissioners discussed a jail fire-alarm panel replacement, noting the panel was incompatible with new door equipment and needed replacement; a commissioner said the cost was unplanned but necessary. Commissioners also questioned sequencing between approving expenditures and budget amendments; staff said there was sufficient flexibility to process payments in the current cycle.
Road and Bridge reported ongoing pothole/patching and preparations for the spring road construction season. Road and Bridge Supervisor Mr. Davis said crews expected work to continue through May and that material funding would keep crews busy. The court approved personnel items for Road and Bridge with no changes reported in the prior four weeks.
From the sheriff’s office, the court approved travel for multiple K-9 handlers and their dogs to a national training conference in Titusville, Fla., with expenses to be paid from K-9 donations. The sheriff also delivered an activity summary for January–November showing calls, traffic contacts and transports; the sheriff’s report included the department’s current average daily population figure.
Purchasing presented sealed-bid specifications for pharmaceuticals under Bid No. 2025-02, which the court authorized to be published. The court also approved transcription of minutes for the Jan. 28, 2025, meeting and positional bonds totaling $100,000 for employees in the Tax Assessor-Collector’s office; staff said the premium for that coverage was approximately $648.
All motions recorded in the meeting passed 5-0. No item was postponed or tabled during this portion of the agenda. Several commissioners asked staff to track invoices and ensure timely processing; staff answered questions about grant reimbursements and expected invoicing for recent projects.
The court adjourned at about 9:40 a.m.
