Atascosa County accepts juvenile probation audit, notes state local-match issue

Atascosa County Commissioners Court on March 24 accepted the county juvenile probation audit for fiscal years 2023–24 and entered the report into the minutes, while discussing a single audit finding tied to the county’s local-match calculation.

County Auditor Tracey Burrow and juvenile probation staff explained the finding stems from how the state computes the county’s required local match: the state set the calculation when the detention center was under the juvenile board, and the county later moved detention out of that structure. Burrow told the court the county reached out to the state several times but had not resolved the discrepancy when the audit was prepared.

“We cannot use what the county spends for the detention center as our county match because it's not underneath the juvenile board,” Burrow said, describing efforts to correct the record and noting the county had requested and received a waiver for the current year so the finding will not reappear on the next audit if corrected.

Commissioners moved to accept the audit and enter it into the minutes. The court recorded no objections on the motion.

Court staff said they will continue working with state officials to adjust the local-match computation and to address any downstream funding effects arising from the historical accounting treatment.

The accepted audit and the court’s discussion were recorded in the minutes for the public record.
