Staff gives update on Deerfield implementation and upcoming Deerfield form‑based code actions

Planning staff provided an update on the Deerfield implementation plan and form‑based code on March 26, previewing next steps and outreach.
Robin McDonald told the commission a draft of the Deerfield Form‑Based Code and an Urban Design Manual are moving toward final form. Staff plans to hold small briefings for commissioners in April, provide the urban design manual in advance of the April 23 meeting, and host a joint work session with the Design Review Board on May 6. A City Council work session on the proposed Deerfield Form‑Based Code is scheduled for May 12, and staff aims for council adoption of the implementation plan and Urban Design Manual by resolution on May 19.
Staff also noted related public‑facing materials (including an improved video fly‑through) will be available for commission review. Commissioners asked clarifying questions about proposed commercial/residential ratios in parts of the Deerfield area, and staff said certain nodes will remain 50/50 commercial/residential while other areas have incentives to increase commercial intensity under the draft code. Staff said specific property‑level transect/regulating plan amendments (for example, a proposed change for a parcel known as Stone Creek) will be brought forward as part of the package or as clarifying map edits for commission review prior to council action.
No action was required; staff will circulate materials to commissioners and follow the schedule described.
