Commissioners start comprehensive-plan update, accept public-participation plan and suspend annual docket

On March 26, 2025, Franklin County commissioners adopted a public participation plan and formally initiated the county’s periodic comprehensive-plan update required to be completed by June 2026. The commission also voted to suspend the annual docketing cycle so current applications can be rolled into the comprehensive update.
Planning and building director Wes McCart told the board the county has received a $350,000 grant to begin the update work now and expects another $350,000 in the next biennium; a separate grant for a climate element was also noted. McCart said the update must incorporate changes in state law and case law that affect the Growth Management Act and county development regulations.
Public comment included a request that home builders and developers be explicitly added to the public-notification list in the participation plan; McCart said the plan contains language allowing the county to add interested parties on request and said he would add home builders to the outreach list.
Commissioners also gave unanimous consensus to pause a separate Title 17 code update and roll those materials into the comprehensive-plan process to avoid duplicative, inconsistent adoptions. McCart and commissioners said existing work on Title 17 will be preserved and reviewed as part of the larger update.
A commissioner moved to adopt Resolution 2025-0106 adopting the public participation plan and initiating the comprehensive-plan periodic update, including suspension of the docket cycle. The motion was seconded and passed on the record.
McCart said the county’s comprehensive-plan update work will include public outreach, a review of development regulations and incorporation of the climate element; staff will report progress as the update proceeds.
