County adopts $200 fee for new floodplain development permit

On March 26, 2025, Franklin County commissioners adopted Ordinance 03-2025 to add a floodplain development permit fee of $200 to the county’s schedule of fees.
Wes McCart, director of planning and building, told the board the county adopted a flood damage prevention code in 2022 that required a floodplain development permit application but did not include a fee to process that application. McCart said his office surveyed fees charged by other counties and consulted internal staffing estimates before proposing the $200 fee. He told commissioners he does not expect heavy use and estimated “maybe one of these a year.”
Commissioners asked about the extent of mapped floodplain areas in the county and the currency of FEMA maps; McCart said maps used for regulatory purposes are outdated and date from the 1970s or 1980s, and that FEMA must perform map updates. He said hard copies of FEMA maps are available in the planning office and via GIS.
After public comment was opened and closed with none opposed, a commissioner moved to approve Ordinance 03-2025. The board voted in favor and the ordinance passed.
McCart told the commission the county still needs to perform a broader fee schedule review but that the immediate action was to establish a processing fee for the new permit.
The ordinance adds the permit and $200 processing fee to Franklin County’s fee schedule and is intended to recover staff time spent processing applications.
