HCOG selects SmithGroup to develop Humboldt County Regional Vision Zero Action Plan

The Humboldt County Association of Governments board on March 20 authorized staff to enter contract negotiations with SmithGroup to prepare the Humboldt County Regional Vision Zero Action Plan.
HCOG staff told the board three proposals were received in response to a request for proposals; a review committee unanimously recommended SmithGroup. SmithGroup proposes a scope that includes community engagement, use of local subconsultants (Redwood Coast Action Agency and GHD), and building on local road safety plans and pilot projects.
Why it matters: A Regional Vision Zero Action Plan identifies safety priorities and strategies intended to reduce traffic fatalities and severe injuries. HCOG and TAC members said the SmithGroup proposal’s emphasis on public outreach and linkage to existing local road safety work make it useful as a regional tool for funding and project development.
Board discussion and public input were brief; a TAC member who served on the review committee told the board SmithGroup’s approach and allocation of staff hours were well structured and would provide a practical product for the region. The board voted to direct the interim executive director to begin contract negotiations with SmithGroup.
Next steps: HCOG staff will negotiate contract terms with SmithGroup and expect community engagement, pilot projects, and a timeline for deliverables to be part of the final scope. The TAC had already reviewed the proposals and provided its unanimous recommendation to the board.
