Rock County hosts presentations from three finalists for county administrator

At a Rock County Board of Supervisors meeting, three finalists for the vacant county administrator position gave public presentations before the board.
Andrew Baker, a longtime Rock County planner, described his 21 years of county service and said, “Rock County has been my home since around 1992.” Baker emphasized his land-use and planning experience, work administering multiple departments and his approach to collaboration with municipalities and department heads.
Rich (Richard) Huff, currently a public works director in Walworth County and a former U.S. Army engineer officer, told the board he frames leadership as aligning organizational culture, employee experience and customer observations. “I am a deep thinker, strategic planner,” Huff said, and he described his intent to prioritize communication, accountability and consensus-building.
John Light, who said he has prior county administration and department-head experience, highlighted coalition-building and customer-focused operations. “It’s never the place, it’s the people,” Light said, praising community engagement at the candidate event and describing his interest in continuing Rock County’s fiscal and organizational strengths.
Supervisor Boswick reminded supervisors that the County Board Staff Committee will meet in a special closed-session staff meeting at 6:00 p.m. on Monday, Jan. 27, to allow guest supervisors to provide input and for the committee to vote on a candidate to forward to the full board for consideration.
The presentations were not a question-and-answer forum; each finalist spoke for a period and then took a seat. The board did not take a final appointment vote at this meeting.
Candidates’ public remarks and the scheduled Jan. 27 closed session complete the formal steps recorded in the meeting minutes for advancing a finalist to the full board’s consideration.
