Board approves Spanish dual-language immersion program at Haycox Elementary

The Hueneme Elementary School District Governing Board voted to approve creation of a Spanish-English dual language immersion (DLI) program at Haycox Elementary School, following a staff presentation and public comment.
District staff told the board the recommendation was made under California’s Proposition 58 requirements and followed a feasibility study after more than 30 parent requests for a DLI program at Haycox. The staff presentation outlined a timeline that would begin collaborative planning this spring and, pending implementation steps, register TK and kindergarten students for the 2026–27 school year.
The staff presentation said the district would work with Haycox’s educational partners from April through June 2025 to develop an action plan covering professional learning, choice of instructional program model and instructional materials, and community engagement. Staff recommended an optional professional learning series in July 2025 and again in July 2026. In January 2026 registration for TK and kindergarten would open and staffing decisions would be made in February 2026.
During public comment, at least one parent speaker urged the board to delay approval, saying the proposal had been presented to Haycox teachers without majority buy-in and that staff were already managing multiple changes at the site. The board discussed the feasibility study and the planned professional learning supports before the roll call.
Board member Doctor Wills moved to approve the DLI recommendation; Ms. Gomez seconded the motion. The roll call included recorded ayes from Miss Abalos, Doctor Luis and Miss Bruno, and the chair declared the motion passed.
The board’s approval initiates district planning and community engagement steps described by staff; no further district action or funding details were specified during the meeting.
