Keith County approves Novo Solutions asset-management software contract

The Keith County Board of Commissioners voted to approve a contract with Novo Solutions to install an asset-management and road‑maintenance software system.

The contract was approved by roll call after a motion by Irvin and a second by Portman; all five commissioners voted yes. The vendor will perform an initial data import and mapping, and provide recurring subscription services to manage assets and maintenance records.

County staff described the software as a replacement for the current set of standalone spreadsheets. Chris (building and grounds staff) told the board the system will centralize inventories, track maintenance assignments and costs, and make routine procurement and cost‑estimating work more efficient. "Right now we have a dozen spreadsheets that do not compile any data together," Chris said during his presentation.

The board discussed contract terms and costs during the public portion of the agenda. The contract paperwork on file with the county cites a $3,350 one‑time onboarding fee and an annual subscription fee discussed in the meeting as $6,745 per year; during discussion several commissioners later referenced a recurring cost of about $6,000 a year. Commissioners also discussed the dispute‑resolution clause: the draft had originally included binding arbitration in an out‑of‑state venue and was revised to be governed by Nebraska state law with disputes to be brought in a Nebraska judicial district (the contract mentions Lincoln or Omaha as possible venues).

Motion and vote details are recorded in the meeting minutes. County staff said the software would handle mapping, user setup and form creation during onboarding and that the subscription is a year‑to‑year service after the initial implementation period.

The county will direct the county attorney to complete final review and sign the agreement as negotiated; the board authorized staff to finalize the contract as discussed.
