The Pickens County Planning Commission approved Conditional Use CU190879 on March 3 to allow an existing equestrian facility owned by Richard Paulson to operate an event space and designated 4‑H and high‑school rodeo activities on a 14.3‑acre parcel in the Crossroads community of Marble Hill.
The commission’s staff presentation recommended approval with conditions. Planning staff said the permit would allow weddings, family reunions and similar events, provide a designated area for 4‑H activities and permit rodeo events in partnership with Pickens County High School, subject to fire‑marshal review and parking limits based on the property’s capacity.
Applicant Richard Paulson, who has operated the equestrian facility for about 10 years, told the commission the venue already hosts monthly barrel races and has room for horse trailers and spectator parking. "We've had events that had over 70 horse trailers," Paulson said. He said most events are outdoors and the 2,400‑square‑foot building serves as a backup in bad weather.
Commissioners asked about operating hours and amplified sound. After discussion, the commission added a condition that amplified music and other amplified sound end by 10:00 p.m. Paulson said many receptions run late and preferred 11:00 p.m., but accepted the 10:00 p.m. cutoff as clarified by staff and commissioners.
The staff recommendation also noted the fire marshal would confirm access and safety requirements and planning staff would work with the owner to ensure on‑site parking would not exceed the property’s capacity.
The commission voted by voice to approve the conditional use with the stated conditions; the motion carried with all in favor, voice vote. The approval returns to the full commission for final action per the planning process.
