JBC partially denies Cowin's partnership staffing request; vote 5-1

Tom Dermody reviewed staff's recommendation for the Department of Personnel's R4 Cowin's Partnership Agreement Resources. Staff recommended a net reduction of approximately $549,000 general fund overall, including an increase of about $101,000 general fund and one term-limited FTE through fiscal year 26-27; staff recommended denying the department's request for three additional FTE for the Colorado State Employees Assistance Program because those positions were driven by negotiations and lacked an underlying analysis of program need.

A committee member asked whether following staff recommendations instead of the department's request could require reopening aspects of the partnership agreement; Dermody said it could open negotiations around those particular items but not necessarily the entire agreement. The committee chose staff's recommendation and voted; the motion passed 5-1 with one member recorded as objecting.

The committee's action adjusts staffing and funding assumptions in staff recommendation for the long bill; members discussed the trade-off between honoring contractual commitments and ensuring appropriations reflect programmatic need as analyzed by budget staff.
