Board forms working group to study implementation of stop‑arm camera enforcement for school buses

The Iredell County Board of Commissioners agreed to form a working group to study implementation details for a potential county stop‑arm camera ordinance aimed at citations for motorists who pass stopped school buses.

The county attorney and county manager briefed commissioners on the complexity of implementing a stop‑arm enforcement ordinance. Staff said the statutory framework narrows certain elements, but the central challenge is operational: who will download images, who issues citations, and how the county, school districts and municipalities will share responsibilities. Commissioners and staff said law enforcement, school system representatives and municipal leaders should be at the table to resolve those questions.

County staff recommended a working group composed of county administration, county attorney, representatives from the school systems (the transcript references both Mooresville Graded School District and ISS), and law enforcement (highway patrol was suggested because much of the county is unincorporated). Staff said Mooresville Graded School District has camera capability on its buses and may not need new camera hardware; other systems (ISS) may have variable equipment and some buses lack cameras. Both superintendents were asked to review past stop‑arm violations and specify jurisdictional breakdowns (which municipality or unincorporated county) to inform discussions.

The board voted by consent to form the working group and directed staff to convene stakeholders and report back with recommendations on interlocal participation, technical needs, and enforcement responsibilities.
