Kankakee City Environmental Services Utility staff updated the board March 17 on the hydroelectric plant project, reporting progress on debris removal and planning while noting supplier delays that have shifted equipment installation into early summer.
Staff said recent heavy rains have cleared debris from the dam and that the utility continues to work with Stantec on a draft license application and with IMEG on pump and filtration alternatives. A contractor named Norkan reported supply issues and now expects to be on-site to install Units 1 and 2 in early June or July; staff estimated the physical installation would take about three weeks with Hydro ECI scheduled to integrate controls during the final week.
Staff also reported work with Reuter on high-voltage gear at the wastewater plant (referred to in the meeting as "Karma") and said upgraded PLCs and a more detailed alarm and user interface should produce more specific fault messages and speed troubleshooting once units are online. Staff said, if schedules hold, parts of the project could come together in summer and allow the hydro units to begin generating again.
