Staff reports Lions Park progress, development permits and new permit software rollout

John, a city planning staff member, said Lions Park construction has progressed to finished pond inlet structures and building interiors nearing fixtures; the splash pad has not been started and the picnic shelter framing and roof are in place. He said cottonwood tree removals and canopy work are underway as part of the park project and that the city aims to open the park for the farmers market, with a separate grand opening to follow.
On residential development, John said the city issued four building permits to Mill Creek Homes in the Villages of Garrison Creek and has seven approved permits not yet picked up. He characterized imminent foundation work on those picked-up permits as likely within weeks.
John also reported the city is onboarding a new permitting and land‑management platform from Tyler Technologies with a web interface for online permit applications; staff are aiming for a July go-live date but said the schedule may slip by a month.
