Panel reports bill to codify PennDOT’s expanded Real ID document list

The House Transportation Committee reported House Bill 238, a measure to amend Title 75 to require the Pennsylvania Department of Transportation to accept certain documents permitted under the Real ID Act of 2005 when processing applications for a Real ID.

Committee staff described the bill as codifying PennDOT’s June 7, 2023 decision to accept documents that satisfy Real ID requirements. The documents named in committee testimony include a Social Security card, W-2 form, SSA 1099 or non-SSA 1099 form, and a pay stub that fulfills Real ID requirements.

Chairman Benninghoff, who introduced the item on the agenda, asked members for unanimous support after the staff summary. Committee records note PennDOT’s position was recorded as neutral on the bill. The committee reported the bill as committed; committee members did not record objections during the hearing.

Kyle, the committee staff member who summarized the measure, said the bill “simply codifies PennDOT’s June seventh 20 23 decision” to expand accepted documents. Chairman Benninghoff then asked for a unanimous vote and the committee proceeded to report the bill to the next stage.

The bill’s text amends Title 75 and references the federal Real ID Act of 2005 as the governing federal standard for acceptable identity documentation. No roll-call vote tally was read into the record during the committee’s consideration.
