Commissioners authorize grant application and timeline for county comprehensive plan

Decatur County commissioners voted March 17 to approve a timeline and pursue a grant to fund a new county comprehensive plan.
Victoria Becker and a colleague from the regional planning commission told the board the Indiana Office of Community and Rural Affairs (referred to in the meeting as "OPRA" or the "office of community and well affairs") offers a $60,000 grant for county comprehensive plans with a 10% local match. The presenters said an existing income survey conducted for a past grant remains within the five-year validity window, making the county eligible for the match criterion.
Commissioners approved the planning commission's proposed schedule to issue an engineering procurement notice around May 6, 2025, and to target completion of the comprehensive plan by November 2026. Commissioners said staff would form public-engagement committees and schedule public meetings across the county to gather resident input.
A motion to accept the timeline and proceed with the grant application carried by voice vote. Staff said they will proceed to secure a consultant firm and begin public-engagement planning upon grant award and procurement steps.
