Representative Donna Henderson introduced House Bill 1458 seeking a legislative study on "self‑spreading" or self‑replicating viral and RNA vaccine technologies. Henderson told the committee she and others are concerned about research that, she said, could permit replication or transmission of engineered RNA elements beyond an intended recipient and asked lawmakers to study risks, impacts and possible guardrails.
